Mulligan has four seasons under his belt as head coach of the UNE men's basketball program. His teams have compiled a 54-52 overall record during the span, and a 30-22 mark in conference games, while capturing a The Commonwealth Coast Conference (TCCC) title during the 2008-09 season and reaching the Eastern College Athletic Conference (ECAC) New England Championship final the year before.

Selected by his peers as TCCC Coach of the Year for 2008-09, Mulligan led the Nor'easters to a 24-5 record (12-1 TCCC) and the program's first-ever league crown, earning a spot in the NCAA Championship. The win total matched the previous single-season record for victories, and the squad reeled off an impressive 19 straight triumphs during the campaign -- enough to crack the NCAA regional rankings for the first time.

The 2007-08 edition won 15 games -- the most since UNE merged with Westbrook College in 1996. The 10-win improvement from the previous season tied for the biggest Win-Loss turnaround in Division III that year. Big Blue concluded its season with a run through the ECAC tournament as the No. 8 seed, knocking off top-seeded Emerson College and Husson College (now University) before falling to Newbury College in the title game.

Mulligan came to UNE from Wabash College -- an NCAA Division III institution in Indiana -- where he had served as Men's Assistant Basketball Coach and Assistant Director of Athletics for six years.

A native of Highland, Ind., he graduated from Olivet Nazarene University in Illinois with a bachelor's degree in speech communication, and was a four-year member of the basketball team -- a program that made four consecutive appearances at the National Association of Intercollegiate Athletics (NAIA) Division I National Tournament and earned a berth in the 2000 semifinals. That same year, Mulligan was awarded the team’s most improved player award.

Mulligan, who received his master's degree from Nova Southeastern in 2004, also serves as the Athletics Department's Facilities Coordinator. He and his wife, Kara, reside in Saco with their two children -- Lily and Cade.
